Indonesian president orders Java rescue efforts after quake kills 8

JAKARTA: Indonesian President Joko Widodo on Sunday (Apr 11) ordered swift rescue and relief efforts after eight people died in an earthquake that hit off southern Java island.

Three others were badly injured in Saturday’s magnitude-5.9 quake and more than 1,180 buildings were damaged, most of them slightly, the disaster agency BNPB said. Some houses were flattened, images in Indonesian media showed.

Two shelters for the displaced have been set up in the town of Lumajang.

All of the casualties were reported in 15 districts and cities in East Java, the closest province to the epicentre of the quake, which struck in the Indian Ocean.

“I have ordered … immediate emergency response to search and find victims under the rubble and to treat the wounded,” the president, known by his popular name Jokowi, said in broadcast remarks.

There were no reports of the quake disrupting production facilities, but the BNPB said 150 public facilities were damaged. Most industrial areas in East Java are located in the northern side of the island.

Jokowi noted that as Indonesia straddles the volcanic “Ring of Fire” in the Pacific, natural disasters such as earthquakes could happen anytime, adding that Indonesians should always be prepared.

The Southeast Asian nation was struck last week by tropical cyclone Seroja, which triggered landslides and flash floods killing more than 170 people on islands in East Nusa Tenggara province.

A magnitude-6.2 quake that hit Sulawesi island in January killed more than 100 people.

Philippines, US to begin 2-week joint military drill on Apr 12

MANILA: Philippine and American soldiers will conduct a two-week joint military exercise from Monday (Apr 12), resuming the annual training event after last year’s cancellation due to the COVID-19 pandemic, the Philippine military chief said on Sunday.

The announcement came after the two countries’ defence secretaries held a phone call to discuss the drills, the situation in the South China Sea and recent regional security developments.

Unlike previous exercises, however, this year’s Balikatan (“shoulder-to-shoulder”) drills to test the readiness of their militaries to respond to threats such as natural disasters and militant extremist attacks, will be scaled down.

Only 1,700 troops – 700 from the United States and 1,000 from the Philippines – will participate, unlike previous exercises which involved as many as 7,600 soldiers, said Lieutenant General Cirilito Sobejana.

“There will be physical contact but it is minimal,” he said.

The Philippines has protested against the presence of the Chinese boats inside its 200 nautical mile (370km) exclusive economic zone at Whitsun Reef in the strategic waterway, repeatedly asking China to move the vessels away.

Chinese diplomats, however, have said the fishing boats were just sheltering from rough seas and that no militia were aboard.

Brunei, Malaysia, the Philippines, Taiwan, China and Vietnam have competing territorial claims in the South China Sea.

In the phone call on Sunday between Philippine Defense Secretary Delfin Lorenzana and US Defense Secretary Lloyd Austin, Austin also reiterated the importance of the Visiting Forces Agreement (VFA) between the two countries, according to a statement issued by Lorenzana’s department.

Lorenzana committed to discussing the matter with President Rodrigo Duterte.

Duterte last year unilaterally cancelled the two-decade-old VFA in an angry response after an ally was denied a US visa. The agreement provides the legal framework under which US troops can operate on a rotational basis in the Philippines.

The VFA withdrawal period, however, has been twice extended, creating what Philippine officials say is a window for better terms to be agreed.

Relations between Washington and its former Asian colony have been complicated since 2016, when Duterte, who has criticised US foreign policy while befriending China, rose to power.

Duterte has said Washington must pay more if it wants to maintain the VFA.

Lorenzana also sought the assistance of Austin in speeding up the delivery of doses of the COVID-19 vaccine developed by US pharmaceutical and biotechnology company Moderna that the Philippines has ordered.

Austin “would look into the issue and bring it to the attention of the office concerned”, the statement said.

Covid-19 (April 10) – 1,510 new cases, R-naught creeping up

The Health Ministry today reported 1,510 new Covid-19 cases with most of the new cases in the Klang Valley.

There were also eight deaths.

The number of recoveries was lower than that of new cases for the third straight day, leading to a continued rise in active cases.

The R-naught number for the country has hit 1.06, up from 0.81 on March 3. A number of more than one signifies that the spread of Covid-19 is increasing.

Breakdown by states

 

 

The Klang Valley accounted for 28.9 percent of new cases while East Malaysia accounted for 28.4 percent. The two regions are the worst hit by Covid-19 currently.

In Sabah, where 131 new cases were reported, state cabinet minister Masidi Manjun reported that Tawau has reported a disproportionately high number of new cases for the fifth straight day.

Deaths

The eight fatalities raised the national death toll to 1,321.

There were four deaths in Sarawak, followed by Selangor (3) and Pahang (1).

The deceased were aged between 48 and 83.

A total of 343 out of 1,451 clusters are still active. From the active clusters, 57 of them contributed to the new cases today.

Eight clusters were declared extinguished namely Jalan Pria, Jalan Mega Cemerlang, Jalan Industri Dua, Tapak Bina Damar, Jalan Perusahaan Tiga, Rantau Tanjung, Jalan Cochrane and Tapak Bina Lembah Subang.

There were also nine new clusters discovered.

Covid-19 (April 9): S’wak sets new record, authorities blame social gatherings

The Health Ministry today reported 1,854 new Covid-19 cases amidst a record-breaking number set in Sarawak.

The Health Ministry said contributing factors included longhouse-style dwellings and gatherings such as funerals and weddings, among others.

Malaysians made up the overwhelming majority (88.2 percent) of new cases, indicating that foreign labour-dependent industries were no longer a major source of new cases.

Today also marked the largest daily increase in active Covid-19 cases since Feb 9.

Sarawak today reported double the number of new cases compared to the average over the past two weeks.

Most new cases there were detected among close contacts (293 cases) of Covid-19 patients, followed by those linked to new or existing clusters.

Notably, 137 cases in Sarawak were detected through “other screenings” – an umbrella term for new Covid-19 cases not linked to existing cases.

Over in Penang (176 new cases), slightly over half were detected through “other screenings”.

As of yesterday, the R-naught for the entire country was 1.00. An R-naught of more than one is undesirable.

Sarawak was among eight regions with an R-naught of 1 or more, the other being Sabah, Penang, Kelantan, Labuan, Putrajaya, Pahang and Perak.

Deaths

Among the five who were reported dead due to Covid-19 were five from Sarawak, one from Sabah and one from Kuala Lumpur.

Two were pronounced dead upon arrival at Bintulu Hospital. The youngest victim was only 32 and died at the Ampang Hospital in Kuala Lumpur.

The national Covid-19 death toll currently stood at 1,313. Details about the victims will be published on Malaysiakini’s Covid-19 tracker page.

 

Clusters

There are currently 342 active Covid-19 clusters of which 67 saw new cases today.

The cluster with the most number of new cases was the Tapak Bina Persiara Freesia cluster (67 new cases).

Notably, the Penjara Jalan Harapan cluster, which involved the Sungai Buloh jail, still saw new cases.

This cluster was classified in November last year and has spread throughout the country.

The Health Ministry today classified seven new clusters, of which six were not the result of targeted screening of workplaces.

Covid-19 (April 8): 1,285 new cases, 513 in Klang Valley

COVID-19 | The Health Ministry today reported 1,285 new cases of which 513 were reported in the Klang Valley alone.

The Klang Valley accounted for 39.9 percent of new cases while Sabah and Sarawak accounted for 24.9 percent of new cases. These are the two worst hit regions in the country.

Malaysians made up the bulk of new cases (77.4 percent). Active cases have remained relatively stable since March 18.

As of yesterday, the R-naught number for the entire country has gone down to 0.98.

A R-naught number of below 1 suggested that the spread of Covid-19 was slowing down.

Meanwhile, Kuala Lumpur, which had 120 new cases, reported its highest number in 17 days.

Deaths

 

Another four Covid-19 related death was reported today in Selangor (2), Sarawak (1) and Sabah (1), bringing the national death toll to 1,308.

The victims were all Malaysian citizens with comorbidity. Their age was between 60 and 83.

Covid-19 (April 7): 1,139 new cases, nearly a third in S’wak alone

The Health Ministry today reported 1,139 new Covid-19 cases of which 29 percent were reported in Sarawak alone.

The number of patients in intensive care today reached its highest point in a month, although the number of active Covid-19 cases have been steadily going down during the same time period.

Malaysians accounted for 87.9 percent of new cases, indicative of a reducing number of Covid-19 cases being detected among industries dependent on foreign labour.

A large number of new cases in Sarawak were from a single new cluster known as Sungai Kawi, which accounted for 119 of the 332 new cases reported in the state today.

This cluster is the single most active cluster in the country reported today. No other cluster had more than 20 new cases.

Sarawak is among seven territories with an R-naught number of more than 1, with the others being Labuan, Putrajaya, Pahang, Perak, Sabah, and Kelantan.

At the national level, the R-naught has reached 1.03, up from the year-low of 0.81 on March 3.

Deaths

 

The Health Ministry reported four more Covid-19 related deaths today, bringing the national death toll to 1,304.

The new deaths were recorded in Kuala Lumpur (1), Sarawak (2), and Johor (1).

Those who died were aged between 61 and 87. Details of the victims are available on Malaysiakini’s Covid-19 tracker site.

The Health Ministry reported that 354 Covid-19 clusters are still active of which 64 reported new cases today.

The cluster with the most new cases (119) was the abovementioned Sungai Kawi cluster in Sarawak. No other clusters reported more than 20 new cases.

Australia calls for release of 3.1 million COVID-19 vaccine doses if EU not blocking exports

SYDNEY: Australia said on Wednesday (Apr 7) it will ask the European Union to release more than 3 million doses of AstraZeneca’s COVID-19 vaccine, testing Brussel’s claim it is not blocking shipments, as the country struggles to vaccinate its population.

The European Union on Tuesday denied blocking vaccine shipments to Australia, which has fallen dramatically behind in its scheduled vaccination programme. The EU said it was not responsible for AstraZeneca’s failure to uphold commitments to other countries.

Prime Minister Scott Morrison said Australia was asked by the EU to withdraw export permit applications and letters requesting supplies have gone unanswered.

Morrison said if the EU was now indicating its willingness to release shipments, he would again ask for the 3.1 million doses to be released. The 3.1 million doses were scheduled to arrive in Australia by the end of March.

“We obviously want those millions of doses,” Morrison told reporters in the capital Canberra.

“Given statements made overnight, that apparently there is no obstruction to that and then I would hope that could be readily addressed.”

Morrison said that if the EU permits the exports, Australia will donate 1 million doses to Papua New Guinea, which is struggling to cope amid soaring case numbers.

Last month the EU, at Italy’s request, blocked a shipment of 250,000 doses of AstraZeneca’s vaccine to Australia, citing vaccine shortages in Europe.

It later denied Australia’s request to review the blockage, the first such refusal since Brussels established a mechanism to monitor vaccine flows in late January.

The vaccine dispute between Australia and the EU underscores massive shortfalls of the AstraZeneca shot across the EU and the impact of any vaccine export curbs on countries that had pre-ordered doses.

The Australian government has blamed the delay of the 3.1 million AstraZeneca doses for it falling behind in its own vaccination programme.

Australia received an initial shipment of 300,000 doses of the AstraZeneca vaccine in late February, which it said was the last received. It has also imported doses of Pfizer-BioNTech’s vaccine.

The AstraZeneca vaccine arriving from Europe was to underpin the early stages of Australia’s vaccine drive, supplementing 50 million shots of the vaccine that will be produced locally by CSL.

Australia’s inoculation programme is running behind schedule, with about 670,000 people vaccinated against an initial target of 4 million by end-March.

AstraZeneca did not immediately reply to a request for comment on Wednesday.

Truck landed on train track a minute before deadly Taiwan crash

TAIPEI: The truck which was involved in the fatal Taiwanese express train crash last week, killing 50 people, slid onto the tracks only around one minute before the accident happened, the government said on Tuesday (Apr 6), as it released dramatic footage of the impact.

The packed train carrying almost 500 passengers and crew slammed into a truck near the eastern city of Hualien on Friday, causing it to derail and the front and middle parts to crumple. It was the island’s worst rail accident in seven decades.

The truck had slid down a sloping road from a building site onto the tracks just outside a tunnel. Officials suspect the truck’s brakes were not properly applied and are investigating the manager of the site.

Young Hong-tsu, chairman of Taiwan’s Transportation Safety Board, said they had reconstructed how the truck had ended up on the rails, tracking its movements down the dirt road before it slipped off a bank and landed on the railway line, its front end facing the oncoming train.

Young showed recovered footage taken from inside the driver’s cabin as he desperately tried to slow down before hitting the truck at the entrance to the tunnel, causing the train to derail.

“How much time was there between this truck sliding onto the track and it hitting the Taroko express? Actually it was only a little bit more than one minute,” he said, referring to the name of the train.

Young said the driver had no time to properly slow the train and avoid the accident as he had only seconds to react, the truck being on a bend and not visible until it was too late.

In a screenshot from the footage, the truck is clearly seen straddling the track, with leaves and branches sticking out of its front from when it slid down the wooded bank.

The victims included two Americans and one French national.

Young said Taiwanese authorities had been in touch with the US National Transportation Safety Board and France’s transport safety body to see if they were interested in helping with the investigation.

Covid-19 (April 6): 1,300 new cases, death toll hits 1,300

The Health Ministry today reported 1,300 new Covid-19 cases with Sabah reporting new cases in the triple digits for the first time in 16 days.

The number of new cases in East Malaysia (38.6 percent) exceeded that of the Klang Valley (25.5 percent) which has been gradually on the decline.

Malaysians made up the bulk of the new cases (71.5 percent).

According to a tweet by Sabah Local Government and Housing Minister Masidi Manjun, of the 112 new cases in Sabah, more than half (69 new cases) were reported in Tawau alone.

The relatively high number of new cases in Sarawak was detected mostly through existing clusters and close contacts. 

Sarawak is the fifth worse hit region in terms of the total number of Covid-19 cases and deaths. However, its Covid-19 deaths are disproportionately higher than that of the Klang Valley.

The Health Ministry also reported an R-naught figure of more than one at the national level for three days straight.

Currently, Perlis, Terengganu, Negeri Sembilan, Kuala Lumpur, Johor, Penang and Selangor have a R-naught figure of less than one. 

Deaths

There were another five Covid-19 related deaths reported today. The national death toll currently stands at 1,300. 

The victims were reported to be from Selangor (1), Sabah (3) and Kelantan (1). The youngest was a Malaysian citizen, 36, from Sabah.

Clusters

The Health Ministry has reported 354 Covid-19 clusters in the country of which 62 had new cases today.

The single cluster with the most number of cases was the Tembok Sri Aman cluster which involves a prison in Sarawak and was classified two days ago.

Of the 10 new clusters that were classified today, three involved community clusters – Palekbang, Peruda and Belaoh – and one involved a religious event – Belacon.

Covid-19 (April 5): 1,070 new cases, Johor reports lowest number since Dec

The Health Ministry today reported 1,070 new cases with Johor reporting its lowest number since mid-December last year.

Malaysian citizens were overwhelming the largest number of new cases (84.5 percent). 

Most of the new cases were in the Klang Valley (39.5 percent), followed by East Malaysia (28.7 percent).

States

Selangor recorded the highest number of new cases (327). Notably, close to 1 in 4 of the new cases in Selangor were detected through “other screenings” that are not linked to clusters or close contacts. 

The second highest number of new cases was reported in Sarawak (225), followed by Penang (133) and Kuala Lumpur (88). 

At the national level, the R-naught level was 1.01 as of yesterday.

A R-naught number of 1 indicated that the spread of Covid-19 was stable and a number of less than one indicated that the spread was reducing.

As of yesterday, the regions with a number of more than 1 were Sabah, Kelantan, Malacca, Labuan, Putrajaya, Pahang, Perak and Sarawak.

Deaths

There were seven new Covid-19 deaths reported today. The national death toll stood at 1,295. 

The deaths were reported in Selangor (4), Sabah (2) and Johor (1). The victims age was between 46 and 86.

Clusters

The Health Ministry reported that there were 355 active Covid-19 clusters in the country, down from 488 a month prior. There are 48 clusters that reported new cases today. 

There three most active clusters are Jalan Jelawat (34, Penang; Perak),  Kampung Binyu (34, Sarawak) and Pulau Enoe (14, Labuan).

There were six new clusters classified by the Health Ministry today, including another “educational institution”. 

It is uncertain if this was included in the tally of new “educational institution” clusters announced by Health Minister Dr Adham Baba this morning. All educational institutions resumed in-class lessons early March.
