Covid-19 (Aug 4): Record 19,819 new cases and 257 deaths

COVID-19 | The Health Ministry today reported a record 19,819 new Covid-19 cases and a record 257 deaths.

New records were also set for active Covid-19 cases and patients in intensive care.

  • Active cases: 210,522
  • Patients in ICU: 1,069
  • Intubated: 553

Most of the cases (10,810 cases; 54.5 percent) were detected through contact tracing, while 2,079 cases (10.5 percent) are associated with known Covid-19 clusters.

Another 6,907 cases (34.9 percent) were detected though other forms of screening, while the remaining 23 cases are cases imported from abroad (0.1 percent).

In terms of newly identified clusters, the number of new community clusters today exceeds the number of new workplace clusters.

This is a rare reversal of roles where workplace clusters usually make up the majority of new clusters.

Deaths

There were 257 fatalities today, bringing the death toll to 9,855.

The deaths are recorded in Selangor (91), Kuala Lumpur (74), Johor (25), Malacca (24), Perak (9), Negeri Sembilan (9), Kedah (8), Sabah (6), Terengganu (4), Penang (3), Kelantan (3), Pahang (1).

Of these, 51 cases have no history of chronic illness.

Overall, 21 of the deceased reported today have passed away before they could be brought to a hospital.

States

Today has also been a record-setting day for Kelantan (1,003) and Penang (867).

The increasing number of cases in Sabah, Johor, and Kelantan are particularly concerning, as these are the three least vaccinated states in the country.

Only 14.3 percent of the Kelantan population have completed their vaccination as of yesterday, while the figure is 12.8 percent in Johor and 10.7 percent in Sabah. For comparison, the national figure is 22.8 percent.

Covid-19 (Aug 3): 17,105 new cases, record high in Penang and K’tan

COVID-19 | The Health Ministry today reported 17,105 new Covid-19 cases, bringing active cases to exceed 200,000 for the first time.

Five territories reported new cases in the four digits, while Penang (798) and Kelantan (915) reported record-high numbers today.

  • Active cases: 203,664
  • Patients in ICUs: 1,066
  • Intubated: 537

Most of the cases are detected either through contact tracing (9,332 cases; 54.6 percent) or other forms of screening (6,109 cases; 35.7 percent), while clusters account for 1,627 cases (9.5 percent). The remaining 37 cases (0.2 percent) are imported cases.

There are 12,297 people who have recovered from Covid-19 and have been discharged today, but this is outpaced by the growth in new cases.

Deaths

There were 195 fatalities today, bringing the death toll to 9,598. Of these, 45 of the new deaths have no history of chronic illness.

These deaths are reported in all states and territories except Putrajaya: Selangor (88), Johor (24), Penang (15), Kedah (13), Sabah (12), Negeri Sembilan (8), Malacca (8), Pahang (8), Terengganu (7), Perak (4), Kelantan (3), Sarawak (2), Kuala Lumpur (1), Labuan (1), and Perlis (1).

Thirty-four of the deceased had passed away before being brought to a hospital.

US dismisses Myanmar election plan, urges ASEAN pressure

WASHINGTON: The United States said on Monday (Aug 2) that Myanmar’s junta was playing for time with a two-year election timeframe as Secretary of State Antony Blinken prepared to encourage ASEAN to appoint an envoy.

Blinken is participating virtually in a week of talks involving foreign ministers of the Association of Southeast Asian Nations, the latest bid by President Joe Biden’s administration to engage a region at the frontlines of US competition with China.

Ahead of the ASEAN talks, Myanmar’s junta chief promised to hold elections and lift a state of emergency by August 2023, extending an initial timeline given when the military deposed elected leader Aung San Suu Kyi on Feb 1.

The announcement is “a call for ASEAN to have to step up its effort because it’s clear that the Burmese junta is just stalling for time and wants to keep prolonging the calendar to its own advantage”, said a senior US official, using Myanmar’s former name of Burma.

“All the more reason why ASEAN has to engage on this and live up and uphold the terms of the five-point consensus that Myanmar also signed up to.”

UN spokesman Stephane Dujarric said the military’s announcement is “not taking us in the right direction”.

“It’s moving us further away from what we have been calling for, member states have been calling for, which is a return to democratic rule, a release of all … political prisoners, a halt on the violence and the crackdown,” he said.

He called the situation six months after the takeover “precarious” and worsening as a result of the COVID-19 outbreak, with wider implications “threatening regional stability”.

“The protracted crisis has impacted humanitarian access to people in need, as well as education, health, and the fight against COVID-19,” Dujarric said. “It has also, of course, affected the basic rights of the people of Myanmar to express themselves and have a government that represents them.”

“For us, a unified international response remains paramount.”

Junta chief Min Aung Hlaing attended a meeting with ASEAN members on the crisis in April that led to the so-called consensus statement that called for an immediate end to violence and a regional special envoy.

But the junta leader later distanced himself from the statement, no envoy has been appointed and more than 900 people have been reported killed in the six-month crackdown on dissent.

ASEAN is not known for its collective diplomatic clout and its meetings have frequently pitted the United States and China against each other as they seek influence.

The US official said Blinken would address Beijing’s “coercion” against ASEAN nations in the dispute-rife South China Sea and also highlight human rights concerns within China.

US Defense Secretary Lloyd Austin visited Southeast Asia last week, where he hammered in on the South China Sea, saying Beijing’s claims had no basis in international law.

Vice President Kamala Harris plans this month to visit historic US partner Singapore as well as Vietnam, which has moved increasingly close to Washington despite war memories.

Indonesian Foreign Minister Retno Marsudi is expected to meet Blinken in person in Washington this week, while Deputy Secretary of State Wendy Sherman earlier visited Indonesia and Thailand as well as Cambodia – often seen as the most pro-Beijing ASEAN nation.

Commentary: Struggling with the Delta variant, Vietnam has to force a change in vaccine policy

HO CHI MINH CITY: Until recently, Vietnam’s handling of the COVID-19 pandemic had been a remarkable success story.

In January 2020, once the scale of the COVID-19 outbreak in Wuhan became clear, large outbreaks were expected to follow in neighbouring Asian states. When Vietnam became one of the first countries to report human-to-human transmission, it was assumed that a widespread outbreak was inevitable.

But through comprehensive testing, tracing and quarantining in centralised facilities, and strict border control and proactive public health policies, Vietnam defied all expectations and eliminated community transmission.

While many countries were enduring protracted lockdowns and reporting thousands of deaths per day, Vietnam was open for business, internally at least. It was the only economy in Southeast Asia to experience positive economic growth in 2020.

By April 2021 Vietnam had reported just 35 COVID-19-related deaths.

Vietnam’s success can be attributed to good public health, focusing on prevention rather than costly medical cures. But with low rates of infection, there was little urgency to procure expensive new vaccines from abroad.

VIETNAM’S BET ON DOMESTIC VACCINES

The government baulked at the cost and the length of the queue and went on record to say it would be better to produce vaccines domestically. Seeing an opportunity to establish a valuable foothold in the biotech sector, Vietnam invested in four indigenous vaccines.

Tran Van Phuc, a medical commentator for one government newspaper, wrote in December 2020 that “it might come out much more slowly than its international peers, but if we can do it, waiting for a homemade vaccine is not a bad option”.

In December 2020, while other countries in the region fought to secure vaccine imports, Vietnam commenced a phase 1 trial on its most promising product to date, the subunit vaccine Nanocovax.

Progress was slow, but few were worried. The country had already successfully suppressed two outbreaks and in February and March 2021, it would suppress a third, all the while developing superior testing and healthcare infrastructure.

Throughout this period the Vietnam government formally committed to just one foreign vaccine, Oxford-AstraZeneca. It initially secured 30 million doses to be delivered in batches throughout 2021 – enough to vaccinate just 15.5 per cent of the population.

The first batch of 117,600 doses arrived late February and was distributed to priority groups reflective of Vietnam’s “zero COVID-19” standing. Healthcare workers, customs officers, diplomats, military personnel, police, tourist workers and teachers were given higher priority than people over 65 or those with chronic health problems at the highest risk of dying from the virus.

DELTA VARIANT CHANGED EVERYTHING

The emergence of the Delta variant in Vietnam at the end of April 2021 changed everything. The World Health Organization estimates that Delta is 55 per cent more transmissible than Alpha, which was itself around 50 per cent more transmissible than the original virus.

Interventions that previously curbed community spread became inadequate to control outbreaks. Initially, Vietnam managed to suppress localised outbreaks of Delta in Hanoi and Bac Giang province.

Yet, despite escalating restrictions, cases continued to increase across the country. Between late April and late July 2021, Vietnam recorded over 120,000 cases in 61 of its 63 localities and over 800 deaths, Ho Chi Minh City being the worst affected.

This outbreak, and a shortfall in AstraZeneca supply, forced a rapid change in vaccine policy. Within weeks, Sputnik V, Pfizer-BioNTech, Moderna, Sinopharm and Johnson & Johnson were approved for emergency use.

Through swiftly negotiated contracts, foreign aid and the global vaccine access mechanism COVAX, Vietnam has now successfully ordered 125 million doses as it strives to vaccinate 70 per cent of its population by May 2022.

Earlier reluctance to enter the global vaccine market has meant Vietnam is further back in the queue than its neighbours, and most promised doses won’t arrive until at least the last quarter of this year.

GLACIAL VACCINE ROLLOUT

While cases mount, vaccine rollout proceeds at a glacial pace. Vietnam lags behind all other ASEAN member states. By late July 2021, just 0.5 per cent of the population are fully vaccinated and 4.7 per cent have received one dose, in contrast to Cambodia with a single-dose rate of 42 per cent, and both Thailand and Indonesia at over 16 per cent.

Until recently the issue was strictly supply, but a succession of donations in July – while the health service scrambled to deal with its first major outbreak – has seen doses pile up. Vietnam has used only 5.3 million of 14.8 million doses received so far.

Once distributed, uptake appears to be good. The government earned trust from its earlier successful handling of the pandemic, and there is little of the anti-AstraZeneca sentiment which has hampered vaccine rollout in Australia.

As the health crisis escalates, vaccine priority is changing. Doses originally earmarked for tourist workers on Vietnam’s islands are being directed to older, vulnerable populations in the worst-affected locations, prioritising saving lives over rebooting the tourist sector.

In coming months, Vietnam will commence manufacturing Sputnik V and, thanks to a progressive technology transfer from the United States, construction has started on a factory that aims to produce a further 200 million vaccine doses in the first half of 2022.

Vietnam’s Nanocovax has also entered phase 3 trials, raising hope for domestic self-sufficiency in years to come.

But with the Delta variant now firmly established, the economy strangled by lockdowns, and the health system approaching capacity, Vietnam needs to prioritise import and distribution of existing vaccines above all else. Millions of lives and livelihoods depend on it.

Covid-19 (Aug 2): 15,764 cases, another record 219 deaths

COVID-19 | The number of new Covid-19 infections reported today was 15,764, a dip from yesterday’s tally of 17,150 cases.

This means the cumulative total of cases is now 1,146,186 cases with Kedah, Johor and Sabah all registering more than 1,000 infections.

This is on top of Selangor and Kuala Lumpur, which continue to be the two areas with the most cases.

The Klang Valley accounted for 48.54 percent (7,649 cases) of new locally transmitted infections.

A total of 11,767 Covid-19 patients recovered today but they were outpaced by new infections, contributing to a rise in active cases which is now approaching 200,000.

Deaths

A total of 219 people died from Covid-19 today, a new record.

Indonesia extends COVID-19 emergency restrictions in some areas until Aug 9

JAKARTA: Indonesian President Joko Widodo announced on Monday (Aug 2) that the current restrictions put in place to curb the spread of COVID-19 will be extended until Aug 9.

Several cities and regencies, including the Indonesian capital Jakarta, have been under Level 4 curbs, which restrict people’s movements. Only employees in essential and critical sectors such as energy and health are allowed to go back to their workplaces.

President Widodo said that the measures have led to “improvements on a national level” in terms of the new COVID-19 cases daily, the number of active cases, recoveries and hospitals’ bed occupancy rate.

“The government decided to continue the enforcement of PPKM (community-level public activity restrictions enforcement) Level 4 from Aug 3 to 9 in certain regencies and cities with restrictions in activities and mobility depending on each areas’ conditions,” he said.

“To ease the burden caused by the restriction of activities and mobility, the government will continue to provide social aid.”

The president had announced a new policy last week that allows regions to be classified into four levels based on their risk of COVID-19 transmission.

 

Level 4 areas are regions with the highest level of restrictions, as they have more than 50 confirmed cases daily per 100,000 people. Traditional markets and small businesses are allowed to open but with reduced capacities and operating hours.

Coordinating Minister for Maritime and Investment, Luhut Binsar Panjaitan said nearly all cities and regencies will continue to impose PPKM Level 4, with the exception of 12 regencies and cities which have been downgraded to PPKM Level 3 and one regency that will now impose PPKM Level 2.

The minister said the areas will be specified later in a decree issued by the Home Affairs Ministry.

“The enforcement of PPKM Level 4 has shown pretty good results. A number of provinces have seen a decline in the number of cases as well as bed occupancy rate,” said Mr Panjaitan, who is leading the implementation of the restrictions in the islands of Java and Bali.

“This provides a good hope but we have to remain careful because we are dealing with this Delta variant.”

Mr Panjaitan noted that although the daily numbers of cases are declining, some areas still have high numbers of deaths.

“We are hoping that the situation (in these areas) will improve this week,” he said.

Meanwhile Coordinating Minister for Economic Affairs Airlangga Hartarto, who is leading the implementation of the restrictions outside of the two islands, said that PPKM Level 4 will be imposed on 45 cities and regencies in 21 provinces that have seen a rise in the daily number of infections.

Indonesia has been experiencing a second wave of COVID-19 infections due to the Delta variant, which experts said are found in 95 per cent of cases reported.

Health Minister Budi Gunadi Sadikin said earlier on Monday that the second wave has peaked.

“We can see that the peak is behind us particularly in areas in Java,” he said, referring to Indonesia’s most populous islands where 50 per cent of the country’s population lives. “We are starting to see some improvements although I know that it is not 100 per cent (back to normal).”

Indonesia recorded more than 22,000 new cases on Monday. At the height of the country’s second wave in mid-July, there were more than 50,000 infections daily.

The health minister credited the fall in cases to the PPKM policy and the government’s efforts to address shortages in hospital beds and medical oxygen.

Mr Sadikin, however, warned that although Java was seeing a decline in new infections, other regions across the country are posting an increase in cases.

“We expect to handle (the rising infection) outside of Java more quickly, because all we have to do is replicate what we have done in Java,” the minister said.

Indonesia has logged more than 3.4 million COVID-19 cases and 97,000 deaths since the pandemic began.

Covid-19 (Aug 1): 17,150 cases, record high in Kedah and Pahang

COVID-19 | The number of Covid-19 infections today was 17,150 new cases.

This means the cumulative number of cases is now 1,130,422, with signs that the virus is starting to also spread aggressively beyond the Klang Valley.

Selangor, Kuala Lumpur, Kedah, Johor and Sabah fresh infections in the four digits.

Kedah’s 1,511 new cases and Pahang’s 676 fresh infections are record highs for the respective states.

The Klang Valley accounted for 49.47 percent (8484 cases) of new local infections.

A total of 11,326 Covid-19 patients recovered today but they were outpaced by new infections, contributing to the sustained rise in active cases.

 Deaths

There were 160 fatalities today, bringing the death toll to 9,184.

Half of those deaths were in the Klang Valley with 55 recorded in Selangor and 25 in Kuala Lumpur.

The other deaths were recorded in Negeri Sembilan (14), Johor (14), Malacca (10), Kedah (10), Pahang (8), Sabah (7), Penang (6), Kelantan (4), Perak (4) and Terengganu (3).

Covid-19 (Aug 31): 20,897 cases, Kelantan hits new record high

COVID-19 | The Health Ministry has reported 20,897 new Covid-19 cases today.

This brings the collective total of cases to 1,746,254, with Selangor still leading in the highest number of new infections detected at 4,371.

Kelantan has hit a new record high with 1,479 cases while Sabah, Sarawak and Johor all have over 2,000 cases. Penang and Kedah are also not far from that number.

When adjusted for population size, however, Penang has taken the lead with a daily average of 94.58 community cases per 100,000 population in the past week, followed by Kedah (84.24 per 100,000) and Selangor (77.95 per 100,000).

The incidence rate figures provided by the Health Ministry excludes imported cases and cases in detention facilities.

  • Patients in ICUs: 1,005
  • Intubated: 464

Overall, 15,371 (73.6 percent) of cases reported today involve unvaccinated or partly vaccinated individuals, while 5,526 (26.4 percent) are fully vaccinated.

For the record, 34.9 percent of Malaysia’s population are considered fully vaccinated today, based on the number of second doses administered two weeks ago on Aug 17. This means the disease is more prevalent in populations that are yet to be fully vaccinated.

As of yesterday, vaccine coverage has reached 45.6 percent of the national population, including children who are still vulnerable to the disease but not eligible for vaccination.

Deaths

There were 282 fatalities today, bringing the death toll to 16,664. This includes 64 today who have no history of chronic illness.

The deaths have been recorded in Selangor (139), Johor (52), Kuala Lumpur (21), Sabah (15), Penang (12), Kedah (11), Kelantan (9), Pahang (7), Malacca (5), Negeri Sembilan (3), Perak (3), Terengganu (2), Perlis (1), Sarawak (1), and Putrajaya (1).

Of these, 98 had died before being brought to a hospital – predominantly in Selangor (67), Kuala Lumpur (10), and Sabah (9). The number in Selangor matches the state’s record-high on brought-in-dead cases on Aug 8.

New cases by states:

As of the latest available data, Covid-19’s effective reproduction number (Rt) in Malaysia yesterday is 1.02. Any number higher than 1.00 indicates an outbreak that is still accelerating.

Only six states and territories have an Rt below 1.00, indicating that the outbreak is in decline in these places.

These are Selangor (0.93), Malacca (0.90), Putrajaya (0.88) Kuala Lumpur (0.83), Negeri Sembilan (0.82), and Labuan (unestimatable).

On the other hand, the outbreak is growing fastest in Perlis (1.22), Sarawak (1.19) and Sabah (1.12).

Covid-19 (July 31): Record 17,786 cases; death toll crosses 9,000 mark

COVID-19 | The number of Covid-19 infections today hit a new record high of 17,786 with signs that the virus is starting to also spread aggressively beyond the Klang Valley.

There were also 165 deaths pushing the death toll past the 9,000 mark.

The number of active cases is also nearing 190,000.

A total of four states and a federal territory recorded fresh infections in the four digits – a trend that in the past was mostly seen in the Klang Valley.

Negeri Sembilan, which is also near that threshold, recorded 929 cases.

The new infections in Kedah (1,389), Terengganu (883) and Pahang (653) today are all record highs.
