Canada may allow fully vaccinated travellers by early September: Trudeau
TORONTO: Canada may permit fully vaccinated travellers into the country by early September, the country’s prime minister said on Thursday (Jul 15), if the current trend in vaccination rate and public health conditions continue.
Justin Trudeau made the remarks in a call with Canadian provincial leaders, according to a readout of the call released by his office.
He also said there were ongoing discussions with the United States to begin allowing fully vaccinated US citizens and permanent residents into Canada for non-essential travel by mid-August.

“The Prime Minister noted that, if our current positive path of vaccination rate and public health conditions continue, Canada would be in a position to welcome fully vaccinated travellers from all countries by early September,” the statement said.
“He noted the ongoing discussions with the United States on reopening plans, and indicated that we could expect to start allowing fully vaccinated US citizens and permanent residents into Canada as of mid-August for non-essential travel.”
Around 78 per cent of people aged 12 years or older in Canada have received at least one dose of a COVID-19 vaccine, health officials said recently. About 44 per cent of people 12 years or older are fully vaccinated.
CANADA TO END CRUISE BAN IN NOVEMBER
On Thursday, Canada said it will allow large cruise ships to visit once again starting in November as the COVID-19 pandemic fades, but they must fully comply with public health requirements.
Transport Minister Omar Alghabra said the ban would “no longer be in effect if operators are able to fully comply with public health requirements”.

“We will welcome cruise ships – an important part of our tourism sector – back in Canadian waters for the 2022 season,” Alghabra said.
The announcement allows the cruise and travel industries to “prepare in earnest to welcome cruise ships in 2022, while conveying a positive message to cruise lines eager to resume itinerary planning activities”, said Quebec-based association Cruise the Saint Lawrence, which organises cruise development along nine ports of the Saint Lawrence River.
Canada has banned cruise ships for more than a year, and voted in February of this year to extend the ban until 2022.
The ban extended to cruise liners and other ships with a holding capacity of more than 100 passengers and crew.
Canada saw a steady decline in coronavirus-related deaths in recent months thanks to widespread availability of vaccines.

At least 68 dead in Germany, Belgium as storms ravage Europe
MAYEN, Germany: Heavy rains and floods lashing western Europe have killed at least 59 people in Germany and nine in Belgium, and many more people are missing as rising waters caused several houses to collapse on Thursday (Jul 15).
In Germany, which is experiencing one of the worst weather disasters since World War II, desperate residents sought refuge on the roofs of their homes as rescue helicopters circled above.
On a visit to Washington, German Chancellor Angela Merkel said her “heart goes out” to the victims of the flooding.
“I fear that we will only see the full extent of the disaster in the coming days,” she said, adding that the government is doing its “utmost to help (people) in their distress”.
US President Joe Biden, speaking alongside Merkel at a joint news conference, offered his “sincere condolences and the condolences of the American people for the devastating loss of life and destruction”.
Around 15,000 members of the German emergency services, police and army were on the ground in the worst-hit areas.
Pensioner Annemarie Mueller, 65, looking out at her flooded garden and garage from her balcony, said her town of Mayen had been completely unprepared for the destruction.
“Where did all this rain come from? It’s crazy,” she told AFP, recalling the floodwater crashing through her street during the night.
“It made such a loud noise and given how fast it came down, we thought it would break the door down.”
North Rhine-Westphalia (NRW) premier Armin Laschet, who is running to succeed Merkel in September elections, cancelled a party meeting in Bavaria to survey the damage in his state, Germany’s most populous.
“We will stand by the towns and people who’ve been affected,” Laschet, clad in rubber boots, told reporters in the town of Hagen.
He called for “speeding up” global efforts to fight climate change, underlining the link between global warming and extreme weather.
Because a warmer atmosphere holds more water, climate change increases the risk and intensity of flooding from extreme rainfall.
‘GO TO HIGHER FLOORS’
The North Rhine-Westphalia interior ministry tallied four more bodies recovered, taking the region’s toll to at least 31, while neighbouring Rhineland-Palatinate said nine more deaths were likely in addition to 19 recovered in the region around the western town of Ahrweiler alone.
NRW’s Euskirchen district reported 15 dead, while four more victims were found in the municipality of Schuld south of Bonn where six houses were swept away by floods.
Several other bodies were recovered from flooded cellars across the region.
The environment ministry in Rhineland-Palatinate warned it expected floodwaters on the Rhine and Moselle rivers to rise with more rainfall.
In NRW and Rhineland-Palatinate, about 200,000 households were without power.
Police set up a crisis hotline for reporting missing loved ones and residents were asked to send in videos and photos that could help them in the search.
Regional official Juergen Pfoehler in Ahrweiler urged people to stay home “and, if possible, go to higher floors” of their houses.
The German military deployed some 400 soldiers across the two affected states to assist in rescue efforts.
In the city of Leverkusen, a power outage triggered by the storms led to the evacuation of a hospital with 468 patients.
EVACUATION ORDERS
Belgium has also seen several days of heavy rain that has caused rivers in the French-speaking region of Wallonia to burst their banks. Four were reported dead.
The provinces of Liege and Namur were especially affected, with the resort town of Spa completely flooded.
Residents in Liege were told Thursday to urgently evacuate neighbourhoods near the banks of the Meuse river.
In the town of Chaudfontaine, daily Le Soir reported that nearly 1,800 people had to evacuate.
The country’s Infrabel rail network said it was suspending services in the southern half of the country, given the risks to travel.
The Meuse in Limburg was expected break its banks early on Friday, and to reach its highest level in 200 years, the ANP news agency reported.
Thousands of people were being urged to evacuate their homes, especially in provincial capital Maastricht.
Several municipalities in Limburg have already declared a state of emergency making evacuation compulsory.
The Luxembourg government set up a crisis cell to respond to emergencies triggered by heavy rains overnight as Prime Minister Xavier Bettel reported “several homes” had been flooded and were “no longer inhabitable”.

Covid-19 (July 15): Record 13,215 cases, new highs in S’gor, NS, Kedah and Penang
COVID-19 | The country today saw another record high of new Covid-19 infections, breaching 13,000 new cases in one day for the first time.
The Health Ministry today reported 13,215 new Covid-19 cases, setting a new record high for the third consecutive day.
It’s also the third day in a row where new cases are in the five digits.
- Active cases: 108,369
- Patients in ICUs: 885
- Intubated: 432
Selangor also broke 6,000 new cases in a day for the first time, registering a new record high of 6,120.
Negeri Sembilan also saw a record high of 1,603 after already setting a new record yesterday with 1,537 cases.
Likewise, Kedah and Penang also broke records, registering 695 and 509 new cases respectively.
Previously, Kedah‘s record was 544 new cases and Penang‘s record was 421 cases, both on May 28.
Both Penang and Pahang have regressed from the threshold needed to be in Phase 2 of the National Recovery Plan (NRP).
Penang‘s seven-day average of new daily Covid-19 cases stood at 250, above the threshold of 217 while Pahang‘s average is 288, above the limit of 206.
Sabah, Sarawak, Perak, Terengganu, Kelantan and Perlis are still within the threshold that qualifies them for Phase 2, which allows more businesses to operate but most other restrictions remain.
Finance Minister Tengku Zafrul Abdul Aziz had said states that have entered Phase 2 won’t be reversed back to the previous phase.
Deaths
There were 110 fatalities today, bringing the death toll to 6,613.
Most of the deaths are recorded in Selangor (45), followed by Kuala Lumpur (23), Negeri Sembilan (11), Johor (7), Pahang (5), Sarawak (4), Kedah (4), Malacca (3), Kelantan (3), Sabah (2), Penang (1), Labuan (1) and Perak (1).
Fifteen of the deceased had died before being brought to a hospital, most of them (9) in Kuala Lumpur.

Covid-19 (July 14) – Record high 11,618 cases; KL, N Sembilan set new benchmarks
COVID-19 | The Health Ministry reported a record 11,618 new Covid-19 cases today, primarily driven by Selangor, Kuala Lumpur and Negeri Sembilan.
The number of patients requiring intensive care dropped by a dramatic 9.6 percent compared to yesterday.
However, the number of active cases – Covid-19 positive patients who are either quarantining at home or are receiving treatment elsewhere – breached the 100,000 mark for the first time.

Selangor once again recorded over 5,000 cases, with 5,051 being its second-highest tally ever following yesterday’s total of 5,263.
Kuala Lumpur set a record high of 1,749 new cases. Its previous record was 1,550 on July 6.
Negeri Sembilan‘s figure of 1,537 is also a new record.
Notably, new cases in Pahang (400) have been trending up and do not appear to meet the government’s criteria to be in Phase 2 of the National Recovery Plan.
As of yesterday, the R-naught figure for the country reached 1.61. The figure has been rising steadily after a low of 0.90 seen on June 12.
An R-naught figure of more than 1.00 suggests that the spread of Covid-19 is accelerating.
The only parts of the country with an R-naught of less than 1.00 are Sarawak, Labuan and Perlis.
Deaths
Another 118 people were reported to have died due to Covid-19 today, bringing the death toll to 6,503.
Selangor (46) reported the most deaths followed by Kuala Lumpur (18), Negeri Sembilan (16), Johor (13), Kedah (5), Sabah (4), Sarawak (4), Malacca (2), Kelantan (2), Labuan (2), Pahang (2), Perak (2), Terengganu (1) and Penang (1).
There were 10 victims who were pronounced dead upon arrival at the hospital.

Covid-19 (July 13): Record 11,079 new cases, S’gor surpasses 5k
COVID-19 | The Health Ministry reported 11,079 new Covid-19 cases today – the highest daily case count ever.
The number of active Covid-19 cases has also reached another record high today along with the number of patients who require a ventilator to breathe.

In Selangor (5,263), slightly over two-thirds of new cases involved close contacts of Covid-19 patients.
Another 13.6 percent of new cases involved those who tested positive for Covid-19 only after reporting symptoms but are not linked to close contacts or existing clusters.
Most regions in the country reported more cases today than the average seen over the past week. The exceptions were Sabah, Perlis, Malacca, and Perak.
As of last night, the R-naught (reproduction rate) was 1.14. An R-naught of more than 1.00 suggests that the spread of Covid-19 is accelerating.
The only places where the R-naught was less than 1.00 were Kelantan, Labuan, Perak, Sarawak, and Perlis.
Deaths
The Health Ministry today reported 125 deaths, bringing the national death toll to 6,385.
Selangor reported the most deaths (57) followed by Kuala Lumpur (20), Negeri Sembilan (13), Malacca (9), Kedah (7), Johor (7), Pahang (3), Penang (2), Perak (2), Sabah (2), Sarawak (1), and Kelantan (1).
Among the dead were 17 foreigners. Seven were pronounced dead upon arrival at the hospital. In total, 16 were categorised as “brought in dead”.

Covid-19 (July 12): 8,574 new cases, active cases break 90,000 for the first time
COVID-19 | The Health Ministry today reported 8,574 new Covid-19 cases which dipped under 9,000 for the first time in four days.
However, the number of new infections in Selangor remained elevated. The state saw more than 4,000 new cases for the fifth consecutive day.
Kuala Lumpur dipped under 1,000 for the first time in a week.
A total of 5,041 Covid-19 patients recovered today but they were outpaced by new infections, contributing to a rise in active cases.
The active cases broke 90,000 for the first time since the start of the Covid-19 pandemic in the country in Jan 2020.

The youngest victim was a 29-year-old Malaysian man who died at Malacca Hospital. He was not reported to have suffered from any pre-existing conditions.

Covid-19 (July 10) – Death toll crosses 6,000 mark; new record of 9,353 cases
COVID-19 | The Covid-19 situation in the country showed no signs of abating as fresh infections hit record highs for the second consecutive day.
The Health Ministry reported 9,353 new Covid-19 cases today, beating out the 9,180 fresh infections yesterday, which was also a record-high.
There were also 87 deaths today pushing the national death to 6,067.
The number of recoveries today failed to dampen the rise in active cases.

New cases by states
Selangor reported more than 4,000 cases for the third consecutive day while fresh infections also remain elevated in Kuala Lumpur as it reported four-digit cases for the fifth consecutive day.
Notably, Malacca also saw a dramatic spike in new cases with 835 infections.
Previously, the most daily cases Malacca had seen was 380 on May 28.

Vaccination
As of July 9, a total of 31.76 percent out of an estimated adult population of 23,409,600 in the country have received at least the first dose of the Covid-19 vaccine.
Around 14.16 percent have received their second dose. There is no Covid-19 vaccination programme for those aged under 18-years-old for now.
For the five most populous states and territories, the proportion of population that have received at least the first dose are as follow: Kuala Lumpur (99.36 percent), Selangor (29.17 percent), Sarawak (27.72 percent), Johor (19.15 percent) and Perak (24.34 percent).
Three states that are seeing the slowest vaccination pace are Sabah (14.42 percent), Johor (19.15 percent) and Kedah (19.18 percent).
The fastest are Kuala Lumpur (99.36), Putrajaya (77.11) and Sarawak (65.41).
The national registration rate for the Covid-19 vaccine stands at 75.91 percent.

Vietnam sees record COVID-19 cases as curbs tighten
HANOI: Vietnam brought in tighter COVID-19 measures on Friday (Jul 9) in more areas including the commercial hub of Ho Chi Minh City, as authorities reported another daily record in new infections.
After successfully containing the virus for much of the pandemic, Vietnam has since late April faced a more stubborn outbreak that has prompted calls for the government to accelerate inoculations.
The health ministry reported 1,625 new infections on Friday, the fifth straight day of more than 1,000 cases. Vietnam has recorded 26,010 infections overall and 110 deaths.

Three-quarters of those were in the epicentre Ho Chi Minh City, which on Friday began 15 days of broad movement restrictions.
This week, panic buying broke out in the city and the neighbouring province of Dong Nai as people stocked up ahead of the curbs. Television footage on Friday showed empty streets and police stopping vehicles at checkpoints.
Authorities on Friday set a target to vaccinate 50 per cent of people aged 18 or older by the end of the year and 70 per cent by the end of March.
“Vaccination against COVID-19 is a necessary and important measure to contain the disease and ensure socio-economic development,” the health ministry said in a statement.
The government had previously said it aimed to vaccinate 70 per cent to 75 per cent of the country’s 98 million population by the end of this year or early next year.

The ministry said it has clinched deals and commitments for 105 million vaccine doses, lower than the 150 million stated previously.
Online newspaper VnExpress reported the ministry had licensed a local company to import 5 million doses of China’s Sinopharm vaccine.
Vietnam has so far received around 6 million vaccine doses, mostly under the international COVAX sharing facility. About 250,000 people have been fully vaccinated.

Covid-19 (July 9): Record-high 9,180 cases, over half in Klang Valley
COVID-19 | The Health Ministry has recorded 9,180 new Covid-19 cases up to noon today, setting another record-high in Malaysia’s worsening Covid-19 situation.
The previous record was 9,020 cases recorded on May 29.
The situation is no better in Selangor, where large portions of the state are under the enhanced movement control order (MCO) since July 3.
The state has 4,400 cases today, surpassing its record yesterday of 4,152 cases.
Overall, cases in the Klang Valley account for 61.9 percent (5,687 cases) of the national tally.
In a statement today, Health Ministry director-general Dr Noor Hisham Abdullah said the rise in cases in Kuala Lumpur and Selangor was due to increased targeted screening at areas under enhanced MCO and in factories, as before.
“It is also found that many individuals in the Klang Valley have come forward themselves to private clinics to undergo Covid-19 testing.
“They are among those at high risk, such as having symptoms or are close contacts (of known Covid-19 patients).
“The Health Ministry will continue contact tracing activities and isolation of Covid-19 patients to prevent the disease’s spread in the community,” he said.
Meanwhile, the number of patients who required intensive care or intubation also increased, with new records set for both figures.

The new deaths were recorded in Selangor (28), Kuala Lumpur (17), Malacca (9), Johor (5), Negeri Sembilan (5), Pahang (4), Sarawak (3), Perak (2), Terengganu (2), Labuan (1) and Kedah (1).
Those who died were aged between 33 and 87. Seven of the deceased had died before being brought to a hospital.

Bangkok and 9 provinces in lockdown from Jul 12 as COVID-19 cases surge, curfew imposed from 9pm onwards
BANGKOK: Bangkok and nine provinces will go into lockdown from Monday (Jul 12) as COVID-19 cases continue to surge in Thailand, the Centre for COVID-19 Situation Administration (CCSA) announced on Friday.
Residents in Bangkok and its nearby provinces of Nakhon Pathom, Nonthaburi, Pathum Thani, Samut Prakan and Samut Sakhon, as well as those in Narathiwas, Pattani, Songkhla and Yala in the far south have been advised to stay at home from Monday and only go outside when it is necessary.
According to CCSA assistant spokesperson Apisamai Srirangsan, a curfew will be imposed between 9pm and 4am in these ten provinces as the government tightened restrictions in high-risk areas. However, residents will still be able to leave their homes in case of emergency, work or medical visits.
Educational institutes in these provinces are required to conduct online classes only, Ms Apisamai said, adding that checkpoints and patrols will be set up by security units to ensure public movement is minimal.
For Bangkok and its nearby provinces, convenience stores and markets will need to close from 8pm to 4am. The government also ordered temporary closure of department stores and community malls in these six provinces, except the supermarket and pharmaceutical sections, restaurants and cafes, banks, as well as areas designated for the national vaccination programme, which will be able to operate until 8pm.
“Eateries can stay open until 8pm but it needs to be stressed that these venues won’t be allowed to offer dining-in services or alcohol. Only takeaway services will be permitted,” said Ms Apisamai.
“Venues reportedly prone to infection will need to close. These include massage and spa businesses and beauty centres,” she added.
From Monday, both public and private sectors in Bangkok and nearby provinces are required to implement maximum work-from-home rules while public transport will see restricted services. Social gatherings will also be limited to five people in these areas.

NEW VACCINATION PLAN FOR AT-RISK GROUPS
Thailand is facing the worst wave of COVID-19 infections, which has put an enormous strain on its healthcare system and medical personnel. The daily case numbers have been in the thousands for several weeks amid reports of the highly contagious Delta variant of the coronavirus.
The country has recorded 288,643 cases and 2,440 casualties since a third wave of infections began in April, when a cluster was found at high-end nightclubs in Bangkok.
On Friday, CCSA reported 9,276 new cases and 72 new deaths. Bangkok and nearby provinces alone accounted for 4,754 cases or 51 per cent of the new infections, excluding those in prisons.
The national tally is now at 317,506, with 2,534 deaths.
According to Ms Apisamai, the Public Health Ministry will adjust its vaccine distribution plan to better cover at-risk groups in Bangkok and surrounding areas, such as individuals above 60 years old and those with chronic diseases.
“One million doses are expected to be administered within two weeks,” she said.
More locations will also be set up to carry out COVID-19 tests and speed up disease detection in communities, she added.
On Friday, CCSA reported 74,895 patients are receiving medical treatments for COVID-19 in medical facilities nationwide and 2,685 of them are in critical condition.
DELTA VARIANT ON THE RISE IN THAILAND
Thailand is monitoring three coronavirus variants of concern, including Alpha, Beta and Delta. They were first documented in the United Kingdom, South Africa and India respectively.
Based on data from the Public Health Ministry, the Delta variant is fast spreading in the country, especially in Bangkok, where it made up 52 per cent of new infections between Jun 28 and Jul 2.
Although most domestic cases in the latest wave carry the Alpha variant, Thai health officials at the Medical Sciences Department found its transmission is in decline while that of the Delta strand increases every week.
In a press briefing on Thursday, public health permanent secretary Kiattiphum Wongrajit said the infections are increasingly spreading from Bangkok and its vicinity to other parts of Thailand. Growing demand for COVID-19 tests as well as medical treatments in hospitals have also resulted in exhaustion among healthcare professionals, he added.
“The Public Health Ministry is trying to come up with measures that would best control the disease,” Kiattiphum told reporters.
Besides the partial lockdown, the ministry also proposed rapid antigen testing and home isolation.
According to Mr Kiattiphum, COVID-19 tests in Thailand are usually carried out with the RT-PCR method, which requires longer evaluation time. Moreover, he added, potentially infected patients could spread the disease to others while waiting for the test result.
“We’ve reached an agreement that we’ll use rapid antigen tests to support the disease examination. Initially, we’ve approved its use at registered medical facilities,” said Mr Kiattiphum, adding they would also be available for home use too.
As the new wave of COVID-19 spreads across Thailand, a shortage of hospital beds has posed a great challenge for its public health system.
Many infected patients have not been able to access medical treatments at hospitals and some of them lost their lives while waiting for hospital beds.
The COVID-19 pandemic situation in Thailand has raised questions about the government’s plan to reopen the country to international travellers in October.
The target was set by Prime Minister Prayut Chan-o-cha, who said at least 50 million people in Thailand should already have received their first dose of a vaccine by early October.
So far, about 8.8 million people have received their first dose of the COVID-19 vaccine and 3.18 million have been fully vaccinated, according to the Disease Control Department.
