Covid-19 (Dec 15): 1,772 new cases, large construction cluster in KL

COVID-19 | The Health Ministry today reported 1,772 new Covid-19 cases and three deaths. 

A large number of new cases (567) were from a single construction site cluster (Tapak Bina Damanlela, active since November) in Kuala Lumpur. 

The Klang Valley has the highest number of new cases amounting to 67.7 percent of the national total, followed by Sabah (14.7 percent) and Perak (6.2 percent).

The detection of 301 cases in the Klang Valley were through means classified  as “lain-lain saringan” (other screenings) – an umbrella term for screenings on people with symptoms, pre-surgery screening, workplace screenings and pre-departure screenings, among others.

This meant that the number of new Klang Valley cases of unknown origin – that are not related to clusters or close contacts – exceeded to total number of new cases in Sabah (260).

Leading indicators:

  • Active cases: 14,515 ↑ (685 more than the previous day)
  • Patients in ICU: 118 ↑ (4 more than the previous day)
  • Intubated patients: 56 ↓ (6 less than the previous day)
  • Deaths: 3

All three victims were from Sabah. The cumulative Covid-19 death toll for Sabah has reached 242 or 57.35 percent of the national total (422).

Details of the victims – all Malaysians with comorbidity – are as follows: 

Patient 52,142 – Female, 45, passed away at the Duchess of Kent Hospital, Sandakan. 

Patient 54,828 – Male, 88, passed away at the Duchess of Kent Hospital, Sandakan. 

Patient 56,822 – Male, 75, passed away at the Duchess of Kent Hospital, Sandakan.

Of the 1,772 new cases, twelve were imported. A breakdown of the new cases are as follows:

Meanwhile, the Health Ministry also announced that there are 189 active Covid-19 clusters of which 55 reported new cases today. 

Encouragingly, there were no new clusters classified by the Health Ministry today. 

The cluster which reported the most new cases is the aforementioned Tapak Bina Damanlela cluster (568) construction site cluster. 

This is followed by the Tembok cluster (99 new cases) and the Tapak Bina Rimbun cluster (27 cases). The Tembok cluster is a cluster which began in September involving the Alor Setar jail. Tapak Bina Rimbun is a cluster involving a construction site in Negeri Sembilan. 

The Tapak Bina Damanlela cluster has very high infectivity rate (56.9 percent of 4,311 tested positive). Although the cluster began at the Kepong district in Kuala Lumpur, it has spread throughout the Klang Valley due to movement of workers.

WHO takes a position on genetically modified mosquitoes

Each year, more than 700 000 people die from vector-borne diseases (VBDs) such as malaria, dengue, schistosomiasis, leishmaniasis, Chagas disease, yellow fever and Japanese encephalitis, among others. More than 80% of the global population lives in areas at risk of at least one major vector-borne disease. Taken together, these diseases exact an immense toll on economies and can impede both rural and urban development.

Recognizing the urgent need for new tools to combat VBDs, and in the spirit of fostering innovation, WHO supports the investigation of all potentially beneficial technologies, including genetically modified mosquitoes (GMMs). A new position statement, launched today in a WHO seminar, clarifies WHO’s stance on the evaluation and use of GMMs for the control of vector-borne diseases. 

“These diseases are not going away,” noted Dr John Reeder, Director of TDR, the Special Programme for Research and Training in Tropical Diseases, as he presented the position statement in the seminar. “We really do need to think about new tools that could make an impact.” 

Position statement 

In recent years, there have been significant advances in GMM approaches aimed at suppressing mosquito populations and reducing their susceptibility to infection, as well as their ability to transmit disease-carrying pathogens. These advances have led to an often polarized debate on the benefits and risks of genetically modified mosquitoes. 

According to the WHO statement, computer simulation modelling has shown that GMMs could be a valuable new tool in efforts to eliminate malaria and to control diseases carried by Aedes mosquitoes. WHO cautions, however, that the use of GMMs raises concerns and questions around ethics, safety, governance, affordability and cost–effectiveness that must addressed.

The statement notes that GMM research should be conducted through a step-wise approach and supported by clear governance mechanisms to evaluate any health, environmental and ecological implications. It underscores that any effective approach to combating vector-borne diseases requires the robust and meaningful engagement of communities. This is especially important for area-wide control measures such as GMMs, as the risks and benefits may affect large segments of the population.

New guidance

Despite the growing threat of vector-borne diseases to individuals, families and societies, the ethical issues raised by vector-borne diseases have received only limited attention. Recognizing this gap, WHO has issued new guidance to support national VBD control programmes in their efforts to identify and respond to the core ethical issues at stake.

The new guidance, titled Ethics & vector-borne diseases, was issued today alongside the position statement on genetically modified mosquitoes. Grounded in a multidisciplinary framework, the guidance emphasizes the critical role of community engagement in designing and implementing an appropriate, sustainable public health response.

BACKGROUND OF THE TRIBUNAL

The Tribunal for Consumer Claims (TTPM) is an independent judiciary established under Section 85 of Part 85 of part XII of the Consumer Protection Act 1999 and came into force on 15 November 1999 Part XII of the Act comprising 37 sections in relation to the Consumer Claims Tribunal such as its membership, jurisdiction, proceedings, awards.

OBJECTIVES OF TRIBUNAL

TTPM is an independent body established under the Consumer Protection Act 1999 whose main function is to hear and judge claims filed by consumers under the Consumer Protection Act 1999 and subject to the provisions of the Act.

Prior to the establishment of the Tribunal, all disputes between consumers and merchants, suppliers or manufacturers of goods or service providers had to be brought to civil courts involving complicated procedures, high costs and long time consuming. These are among a number of reasons why consumers hard to make their claims against the irresposible merchants, suppliers, manufacturers or service providers in civil courts, especially if the value of claims is low, although there is a small claims court in each state to hear claims not exceeding RM5,000.00.

Due to this situation, TTPM was established to provide an alternative channel other than a civil court for consumers to claim damages regarding the purchase of goods or services supplied from merchants or service providers in a SIMPLE AND QUICK MANNER.
